What is a Waste Reception Facility?

 

Ports must establish waste reception facilities to receive the waste (sludge, bilge, waste oil, garbage, domestic wastewater) and cargo residues produced by ships. Wastes produced by ships are all wastes and cargo residues, including sewage, generated during the ship's activities and falling within the scope of ANNEX-I, ANNEX-IV and ANNEX-V of MARPOL 73/78. Ports can collect these wastes from the ship docking at the port or from waste reception ships operating in the region. Ports are obliged to establish waste reception facilities with varying capacities and technical equipment depending on the size of the port, the type of ship to berth, the duration of the cruise and the number of ships. The general obligations of ports in the process of establishing and operating waste reception facilities are as follows:

- Ports design the waste reception facility according to Marpol 73/78 and submit the facility project report to the approval of the Ministry of Environment and Urbanization.
- The installation work of the waste reception facility begins based on the approved project, after the installation is completed, the waste reception facility is inspected by the Ministry of Environment and Urbanization, and if deemed appropriate, a Waste Reception Facility approval certificate is issued,
- They dispose of the waste collected in the waste reception facility and generated as a result of the activities of the waste reception facility in accordance with Environmental Legislation or send it to other facilities licensed by the Ministry of Environment and Urbanization for disposal,
- They also accept the waste carried by the waste collection ships they have contracted with,
- They ensure communication with official institutions during the waste collection process, fill out the necessary documents and forms and forward them to the Provincial Directorates of Environment and Urbanization,
- They submit the waste management plan to the Ministry of Environment and Urbanization every three years.
